Yes, normally, if they're a Scorched, anyway. That's what the native Anatoleans call the people who have been kidnapped from their worlds.
I expect that it has to do with the fact that it brings people here who are dead at home. I mean, otherwise people like Severus would be a ghost or something, and no one wants that.

The Forge broadcast it as well. But Severus died protecting Harry from Voldemort. He spent all of Harry's life protecting him.
